Economic & Community Development Consultant

Gretchen Havreluk is currently contracted three days per week as the Economic Development Consultant.  She is currently working on several projects including:  Bi-Town Economic Development Committee work of Housing and Marketing, consulting with the Old School Community Center, sidewalk reconstruction projects on East Main Street and North Main Street, Valley Trail improvements, and grant administration.   Gretchen continues to work on redevelopment projects that include: expanding broadband/fiber optic and cellular services, Water and Wastewater expansion East on Route 9, and a Coworking/Incubator space.  

Gretchen has several private, local, state and federal resources available to help businesses with any challenges they may encounter.

Need Funds to Expand Your Existing Business?

Wilmington has a Revolving Loan Fund for businesses.   The Town of Wilmington’s Revolving Loan Program is designed to help new or existing businesses start up or relocate in the Town; as well as help businesses that are already in Town to expand. The purpose of this loan program is to help create jobs or to help maintain existing jobs. This funding can be used for different purposes including, but not limited to; the purchase of machinery or equipment, leasehold improvements, interior and exterior signs, inventory purchases, code improvements, etc.

This loan program is designed to encourage business growth within Wilmington, provide flexible repayment options, and offer low interest rates to applicants.  

Tax Stabilization Program

The Town of Wilmington has enacted a Tax Stabilization Policy in order to encourage businesses to build or expand in Wilmington.

The purpose of the policy is to encourage economic development within the Town of Wilmington.  The policy incentivizes businesses to grow our local economy while expanding the property tax base of Wilmington for the long-term public benefit of all residents and taxpayers of the Town of Wilmington.

This tax policy is effective for commercial and industrial properties for municipal taxes only and does not include the state education tax.
