Notice of Availability – Draft Environmental Assessment: In accordance with the National Environmental Policy Act, the Town of Wilmington, on behalf of the Northern Border Regional Commission (NBRC), has completed a Draft Environmental Assessment (EA) evaluating the potential environmental impacts of the Route 9 Water and Wastewater Extension Project (the Proposed Action). NEPA requires that federal agencies consider the effects of a proposed action and any reasonable alternatives on the human environment. This Draft EA evaluates the potential impacts that would result from the implementation of the Proposed Action as compared to the No Action alternative.

Project Title: Route 9 Water and Wastewater Extension Project

Purpose of the Proposed Action: The Proposed Action would extend the Town of Wilmington’s existing water distribution and wastewater collection systems east along Route 9 and south along Route 100 to expand access to public utilities for properties that are not currently connected. The project supports public health, redevelopment opportunities, and the Town’s economic vitality.
Project Description: The Proposed Action includes installation of new underground water and wastewater infrastructure primarily within existing State highway rights-of-way, with limited temporary and permanent easements where necessary; construction of a new wastewater pump station near the Route 9 and Route 100 intersection; and replacement of the existing East Main Street pump station. Construction activities would primarily consist of open trench excavation, with trenchless methods used where appropriate to minimize roadway and surface disturbance. Disturbed areas would be restored following construction. The project does not increase overall system capacity but expands the service area of existing infrastructure.
