PUBLIC NOTICE
Pursuant to Executive Order 11988 (Floodplain Management) and Federal Emergency Management Agency’s (FEMA) implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides final notice of its decision to provide Hazard Mitigation Grant Program funding for an action located in a floodplain. Funding would be provided through Vermont Emergency Management to the Town of Wilmington to provide flood mitigation measures for Memorial Hall, located on West Main Street.
The mitigation measures would include stabilization of facility’s base, installing flood vents, and relocating utilities and electricals out of the special flood hazard area via a compliant platform. Work would involve the installation of concrete footings, steel grates, steel decking, and pressured treated handrails and balusters. The proposed actions would make the building more resilient to future flooding and high-water events.
The project is within a mapped special flood hazard area (1% annual chance floodplain). The building is already located in a developed area, so floodplain values would not be further impacted by the project. The proposed flood mitigation measures are not expected to have long or short-term impacts on the floodplain and would decrease flood risk to this historic property. The project must in be in a floodplain because it would not be cost effective to relocate the building outside of the floodplain due to its size, structural integrity, historic nature, and significance to the community. Alternatives considered and dismissed included relocation of the building and No Action. The proposed action is the preferred alternative because it is the most cost effective, would maintain integrity, and would extend the useful life of the facility. Grant conditions will require compliance with all federal, state, and local laws, including coordination with the local floodplain administrator.
