Request for Proposal – Town of Wilmington, VT

The Town of Wilmington requests bids for the purchasing, planting and routine maintenance of the Town of Wilmington, Beautification Committee’s flower program for the summer of 2024.

Proposal Specifications:
The Town of Wilmington maintains a beautification program focused on the downtown, along Routes 9 and 100, that includes planter boxes/hangers on and around the Town Hall building, the bridges east and west of the town center, 62 large and 25 small whiskey barrels, and flowers on three of the Town’s Welcome signs at the east, west and north entrances to Wilmington, River Bank Park, Memorial Hall, Reardon Bridge, and Pettee Memorial Library. Approved contractor will work with the Town Manager and Beautification Committee or designee under the following plant descriptions.
Bid is to include:
Replacement of pre-molded coco fiber liners annually:
20 -17” hanging liners
8- 44” hayrack liners
2- 80” hayrack liners; 4 -40” halves

23 small barrels:

1 sweet potato vine
Total 8-4-inch plants + 1 plectranthus-argentatus/silver shield -6 inch = 9 TOTAL PLANTS

Explanation of the type of ongoing maintenance being provided shall include:
– Daily, weekly, and monthly maintenance service
Additional information to include:
– Planting flowers in the barrels and window boxes
– Planting medium; loam and plant food
– Planting to commence Memorial Day and end Columbus weekend if weather appropriate
– Plan for additional plants for replanting any damaged planters
– Cleaning up the flowers at the end of the summer season
– Town of Wilmington will place and pick up the barrels
– Total cost for all work

A one-year bid, with an option of two additional years should be submitted. Contract shall be for one year, with the possibility of being extended to three years, at the discretion of the Town.

The Town of Wilmington reserves the right to advertise for new proposals; to request additional information from any or all submitters; to negotiate or consult with any source or RFP submitter; to cancel in whole or in part this RFP; to accept or reject any and/or all proposals, in whole or in part, with or without cause; to waive any informalities, formalities, and technicalities in the process; and to make awards in any manner that is deemed to be in the best interest of the Town. Insurance Requirements Upon Contract Approval:
Certificate of Liability Insurance in the minimum amount of $1,000,000 and either a Certificate of Workers’ Compensation Insurance OR a waiver form (hold harmless agreement) is required. The certificate should name the Town of Wilmington as an additional insured for the work the contractor will be doing. Federal W-9 form must be completed and returned to Town.
