The Town of Wilmington is accepting proposals for the removal of snow from town sidewalks for the 2019-2021 Winter Season, as a 3-year multi-season contract.
Deadline for receipt of proposals at the Town Offices is Monday, September 16, 2019, at 12:00 PM noon. Proposals can be mailed to the Town of Wilmington, PO Box 217, Wilmington, Vermont 05363, delivered to the Wilmington Town Offices during regular business hours at 2 East Main Street, Wilmington, (802) 464-8591, or by email to firstname.lastname@example.org .

1. Sidewalks shall be plowed with equipment provided by the Contractor.
2. Contractor will plow all downtown sidewalks sufficient so that there are no obstructed walkways (making every effort to remove all snow obstructions within 24 hrs of end of snowfall). Plowing will be done so as to minimize any damage to poles, signs and steps. Contract will not include any salting/sanding or plowing of parking lots.
3. Contractor will salt and sand the north side of the West Main St sidewalk.
4. If during the day snow accumulation on the sidewalks reaches 2-4 inches or if requested by Town, use a small machine to clear a path on sidewalks sufficient for people to walk.
5. Contractor shall provide a loader for the removal of snow to be placed in areas indicated by the Wilmington Road Supervisor. Under no conditions shall snow be dumped in the Deerfield River or Beaver Brook.
6. The proposal may be submitted by an hourly rate for all required equipment (loader, operator, skid steer, skid operator, and other necessary equipment used) or as a total seasonal cost for removal.
7. Contractor must use appropriate equipment to make every effort to avoid damage to the sidewalks, curbing or lawns during plowing. Damage caused under this contract to poles, signs, steps, and other property is the responsibility of the Contractor.
8. Contractor shall provide a list of references.
9. The Town of Wilmington reserves the right to accept or reject any and/or all proposals, in whole or in part, with or without cause; to waive any informalities, formalities, and technicalities in the process; and to make awards in any manner that is deemed to be in the best interest of the Town.
10. The contractor eventually awarded the project will be required to provide proof of general liability insurance in the minimum amount of $1,000,000, naming the Town of Wilmington as an “Additional Insured,” and having Workers’ Compensation coverage.Snow
