The Town of Wilmington is soliciting pricing from qualified haulers to provide hauling and recycling services commencing on July 1, 2017.
Vermont Act 148 requires that transfer stations provide recycling services in conjunction with trash disposal.
Last year the Town generated the following amounts of recyclable materials: (all numbers are approximate and figures should be confirmed with Windham Solid Waste Management District)
Commingled containers: 83 tons
Mixed paper: 101 tons
Cardboard: 70 tons
Note: Windham Solid Waste Management District is willing to loan the District-owned recycling roll-off containers to member towns, such as Wilmington, if needed by vendor.
This bid should include the cost of a leased compactor listed as a separate cost, to be located at the transfer station.
WSWMD will continue to provide education and outreach to its member towns to promote recycling, either dual stream or single stream, as well as food waste and other mandated recycling.
Vendors can submit quotes based on continuing dual stream recycling, or for single-stream recycling.
Recycling will occur at two separate locations: 1) The Wilmington Transfer Station on Miller Rd, 2) The former town garage site on Beaver St, Wilmington.
Vendors are asked to submit quotes based on hauling costs, and the tip fee, if any, or payment, for the recyclable materials.
Vendors should define acceptable levels of contamination and any additional fees.
The Town reserves the right to select services from multiple vendors.
Recycling information and reporting:
Vendors are invited to tour the Town’s transfer station, and review the Town’s trash records. To make arrangements contact the transfer station operator, Brandon Brassor at (802) 464-5666.
The selected vendor will submit quarterly reports to the Town so the total materials handled can be reported to VT ANR in Re-Trac.
Attachment A is to be used for the vendor’s quote for collection, and disposal cost for each material.
Vendors must identify all transfer and end-disposal facilities, owner/operator, and location. Vendors must guarantee disposal capacity for the term of the agreement and must provide an alternate disposal facility, if needed. Vendors must comply with all applicable state and federal regulations.
Vendors shall submit, in a sealed envelope, a cover letter describing the proposed hauling service, as well as any conditions or exceptions to any requirements set forth in the Request for Quotes.
The Town is requesting pricing quotes for a 3-year term starting July 1, 2017.
Prices and required forms are due no later than April 28, 2017 at 4:00 pm. Sealed envelopes with the vendor’s name on the outside and addressed “Wilmington Recycling Services” must be received by the due date and time, and should be delivered to PO Box 217, 2 East Main St, Wilmington, VT 05363. Email bids will be accepted and can be delivered to Jessica DeFrancesco, firstname.lastname@example.org.

The Town fully complies, with state, federal, and local laws and directives governing equal opportunity, affirmative action and non-discrimination in all activities and actively solicits responses from MBE/WBE businesses.
Other customary and usual contract provisions such as insurance, references, etc will be negotiated with the successful vendor(s).
There is no obligation on the part of the Town to award a contract to the vendor submitting the lowest pricing. Selection for the requested services will be awarded to the bidder offering a price and service deemed to be in the best interest of the Town.
The Town reserves the right not to award this contract based solely on the lowest price but to evaluate, at a minimum, the qualifications and performance standards of the bidder. In awarding a contract, the Town will take into consideration the contract exceptions, and any proposed contract terms to be negotiated in determining, in their sole discretion, the most advantageous proposal.
The Town reserves the right to reject any and all bids in part or in whole. It also reserves the right to make an award in any manner consistent with the law and deemed to be in the best interest of the Town. The Town reserves the right to split the contract award among two or more vendors, if deemed to be in the best interest of the Town.
